Land tax | Hanna Žarabcova | 05.10.2005 On September 29, 2005 the President of the Republic of Belarus signed an edict №460 “On several measures on land tax payment”. Estonia: a “Soviet building-up” diploma is not a full-right education | Kirył Kaścian | 04.10.2005 The Estonian government adopted an enactment, stating that the education received in the Soviet senior party schools (VPŠ) is equated to the so-called open. According to the document, the graduates of VPŠ’s specializing in “bright future” building are no more regarded as possessing of full-right higher education and their diplomas will no more be the documents prompting higher education. Changes to the orphanage statute | Hanna Žarabcova | 03.10.2005 The regulation of the Council of Ministers of the Republic of Belarus №1059 of September 23, 2005 introduced additions to the General Statute of specialized institutions for infants in need of social care and rehabilitation. Arbitration on labour disputes | Hanna Žarabcova | 02.10.2005 The regulation of the Council of Ministers of the Republic of Belarus № 1062 “On introducing alterations and additions to the regulation of the Council of Ministers of the Republic of Belarus № 1340 of August 29, 1999” made alterations and additions to the procedure of collective labour disputes settling by the Republican labour arbitration. The insurance of attorney’s responsibility in Russia | Hanna Žarabcova | 30.09.2005 The insurance of lawyer’s responsibility is introduced in Russia from January, 1 2007, still it will embrace attorneys exclusively. Thus, according to the federal law “On the advocacy in the Russian Federation” of January,1 2007 attorneys are obliged to provide the insurance for their professional property responsibility against breaking the terms of the agreement with principals. Stamp Problem Remains Open | Hanna Žarabcova | 27.09.2005 Announcement of the Constitutional Court’s decision to the government reference concerning the prolongation of validity term of the stamp allowing repeated exit to all countries of the world has been postponed from September 26 to October 4, 2005. The hearing of the issue took place in the Constitutional Court on September 19, 2005. Belarusian "Silicon Valley" | Hanna Žarabcova | 25.09.2005 On September 22, 2005 the President of the Republic of Belarus signed a Decree №12 “On the Park of High Technologies”. The Park is the territory of the Republic of Belarus of a special legal regime, which will be valid for 15 years. The Decree №12 settles the borders of the Park. Its territory totals to 50 hectares. Organization of Working with Civilians is Improving | Hanna Žarabcova | 24.09.2005 On September 13, 2005 the President of the Republic of Belarus signed an edict № 432 “On certain measures for improving the organization of working with civilians in government agencies and other public organizations”.
