Kyiv Court of Appeal approbated the decision to dismiss the Resolution of the government on mandatory film dubbing into the Ukrainian language, according to “Our Ukraine” parliamentary fraction member Večesłav Kyrylenko.
That decision of the court is not conclusive, for the government is empowered to appeal it in the court of cassation. Mr. Kyrylenka himself noted that the Resolution on film dubbing is a fair one, because it does not prohibit any other language to be used in public screening but rather gives Ukrainian a chance to get going in cinemas. The present court decision in practice imposes a veto on the usage of the Ukrainian language in public broadcast of films.
The resolution in question provides for step by step mandatory dubbing or subtitling of foreign films into the official language of the state. From September, 1 2006 to July, 1 2007 the ratio of film dubbing was supposed to rise from 20% to 70%.
