Estonian authorities complete the Law on Alcohol, in accordance with which the minors will not only be banned from using alcohol beverages, but also from touching them.
In accordance with the current legislation, the minors may be penalized only for buying and consuming alcohol. Nevertheless, as noted by the Chief Commissioner of Security Police Siiri Parz, the wording of the law allows them to own alcohol. For example, when a minor is apprehended holding a bottle of beer, he or she may claim that the bottle does not belong to him or her. In such a case a policeman is obliged to release the minor withdrawing beer from him. If the alterations are introduced into the law, it will be banned for the minors to merely touch alcohol.
