Russia: Double Citizenship Law Draft Passed in the Third Reading | Hanna Žarabcova

On July, 5 2006 Russian State Duma adopted in the third reading a law draft regulating the issue of double citizenship. The draft was passed unanimously (427 deputies voting for it, while the quorum was 226).

In accordance with the adopted draft a citizen of the Russian Federation enjoying citizenship of another country may hold a seat neither in the Council of the Federation nor in State Duma. Receiving the citizenship of another country or losing that of the Russian Federation entails pre-term termination of the status of a State Duma deputy or a member of the Council of Federation.

Only a citizen of Russia may be the President of the Russian Federation or the head of the federation subject.

In accordance with the law the secretary, permanent and simple members of the Council of Security, the head of the Accounting Chamber, his/her deputy and the auditors of the Chamber are prohibited to have dual citizenship.

Besides, the draft contains the prescription for the abovementioned officials not to have any residence permits or other documents, in accordance with which they possess the right to reside abroad.
