In order to improve the environment and upgrade the effectiveness of collecting refuse and utilizing it as secondary raw materials the president of the Republic of Belarus signed the edict №437 “On several measures to enhance the organisation of collecting and utilizing the refuse as secondary raw material”.

In accordance with the edict №437 a state fund-in-trust to collect and utilize the refuse as secondary raw material is grounded. Its funds will be at the disposal of the Ministry of Trade of the Republic of Belarus.  

The adopted normative act envisages the order of forming and utilizing the means of the future fund. The fund is to be formed on the basis of a respective duty paid by juridical persons and private proprietors producing and (or) importing the goods in glass, paper and cardboard package.

The funds will be directed at the development of the system of collection and reprocessing refuse, covering the costs which are not compensated for by cash facilities received for selling the refuse of packaging etc.

The signed edict fixes the rates of import and production duties for glass, paper and cardboard package. In case if it is impossible to determine either the weight of package imported or its mortgage value, the rates are calculated on the basis of contract price of the goods packed. The sum of the duty will be included in the production cost.

The edict of the president №437 of July, 10 2006 comes into force on July, 1 2006. The control over the execution of the edict №437 is given to the Committee of state control of the Republic of Belarus.
