On May, 22 2006 the president of the Republic of Belarus signed a decree № 7 “On introducing alterations and additions to the Regulations on the official publishing and coming into force of legal acts of the Republic of Belarus” and the edict № 333 “On introducing alterations and additions to the edict of the president of the Republic of Belarus № 369 of July, 20 1998”.

According to the alterations and additions introduced into the abovementioned normative acts an obligatory expert examination of normative acts issued by local Councils of Deputies, executive and administrative organs of base level is implemented with them being registered in the National Registrar of legal acts of the Republic of Belarus.

The step is stipulated for by the necessity of the best-possible securing the necessary level of rule-making activity in the country. Secondly, such a system should lessen the number of citizens’ addresses regarding the illegality of decisions adopted on the local level, which do not correspond to the current legislation, violate the rights and the legal interests of citizens.

The system of measures stipulated by the decree № 7 and the edict № 333 will facilitate the regulation of law-making activity on the local level.
