According to the edict №584 of December, 9 2005 the Presidential National Legislative Centre (NLC) is granted the right to expound the issues, regulating rule-making.     

NLC is the central state institution, providing for the preparation of legal acts and effecting methodological governance of the activity. The edict puts on NLC the duty of introducing measures providing advanced training for the employees of state legal bodies. Besides, the document vests in NLC the right to work out the projects of legal acts for international organisations.
