On September 22, 2005 the President of the Republic of Belarus signed a Decree ¹12 “On the Park of High Technologies”. The Park is the territory of the Republic of Belarus of a special legal regime, which will be valid for 15 years. The Decree ¹12 settles the borders of the Park. Its territory totals to 50 hectares.

The Decree also determines the composition of the Supervisory council, the body to maintain the general co-ordination and control over the activity of the Park. The members of the council are appointed by the President of the Republic of Belarus. The direct supervision of the Park is carried out by the Administration, which acts as a juridical person.       

The residents of the Park are to perform one of the following kinds of activity: the analysis, engineering and providing software for intelligence systems; data processing employing customers or home software; applied or fundamental research, experimental research in the sphere of engineering etc.

In order to be registered as a Park resident a juridical person or an entrepreneur is to provide to the Park administration the copies of the certificate of state registration and a business plan. The latter is to contain concrete provisions for the kind of activity the subject is engaged in.

The Supervisory council decides on granting registration to the applicant grounding on the documents arranged by the Park administration. The residents’ activity is conducted on the basis of a contract between the resident and the administration.

The Regulation on the Park of high technologies stipulates the obligations of the residents. Working within a special legal regime grants the residents the exemption from taxes, dues and other obligatory payments on the gains from rendering their goods, profit tax and VAT. It is also possible for the physical persons to realize their business plans in the Park if the Supervisory council dubs them as significant and promising.
