The Estonian government adopted an enactment, stating that the education received in the Soviet senior party schools (VPŠ) is equated to the so-called open.
The enactment, according to the explanation of the Ministry of Education and Science, concerns only those who graduated from these educational establishments in the realm of “soviet and party building-up”.
According to the document, the graduates of VPŠ’s specializing in “bright future” building are no more regarded as possessing of full-right higher education and their diplomas will no more be the documents prompting higher education. The restriction is not applicable to the VPŠ’s graduates, specializing in other spheres.
